With certain exceptions, GAO employees have the right to form or join a union, and assist in union activities, as well as the right not to do so. The Personnel Appeals Board reviews Representation Petitions involving attempts by a labor organization to be the designated bargaining representative of GAO employees, as well as efforts to seek clarification of an existing representation certification. The Personnel Appeals Board has jurisdiction over allegations of Unfair Labor Practices which include, but are not limited to: interfering with protected union activities, discriminating in retaliation for engaging in a protected union activity, and refusing to bargain in good faith.
