PAB LOGO

The Personnel Appeals Board (PAB) is an independent entity in the legislative branch of government that performs the combined functions of its executive branch counterparts: the Equal Employment Opportunity Commission; the Federal Labor Relations Authority; the Merit Systems Protection Board; and the Office of Special Counsel. Established by the GAO Personnel Act of 1980, the PAB protects against potential or perceived conflicts of interest arising from GAO’s oversight of the executive branch.

The PAB has additional statutory authority to oversee equal employment opportunity at GAO and issues evaluative reports on the EEO impact of GAO’s policies, procedures, and practices. 

The United States Court of Appeals for the Federal Circuit has jurisdiction to review PAB decisions.

  • PAB to Supervise Union Representation Election – GAO and the International Federation of Professional and Technical Engineers (IFPTE) recently entered into an agreement for an election to determine whether a group of GAO employees will be represented by GAO Employees Organization (IFPTE) for the purpose of collective bargaining.   • Effective October 16, 2024, the Chair of the Board is Julia Akins Clark. The Vice Chair is Maxanne Witkin.
  • On November 24, 2023, the PAB published a Proposed Rule in the Federal Register.  The Proposed Rule is available.  The PAB accepted comments on the Proposed Rule through January 23, 2024.  Comments were submitted by email to pab@gao.gov.  The PAB Regulations were amended, and these rules became effective on July 18, 2024.
  • The Study on Disability & Reasonable Accommodation in the GAO Workforce has been published and is available.
