How to File a Petition with the PAB

In order to file a Petition with the PAB, a party must first file a Charge, which is a request for investigation, with the Personnel Appeals Board Office of General Counsel (PAB/OGC) in most circumstances. The only time a party can file a Petition with the PAB without first filing a Charge with the PAB/OGC occurs when an employee is being separated from GAO due to a Reduction in Force (RIF). If you are a GAO employee who is being separated through a RIF and you wish to file a Petition with the PAB without first filing a Charge with PAB/OGC, please contact the Clerk of the Board at pab@gao.gov to obtain more information on how to do so.

Process for Filing Pleadings After Petition is Filed

While the PAB’s regulations indicate that filings with the PAB must be made by hand-delivery or via U.S. Mail, the PAB announced in March 2020 that it is currently accepting filings only through its email address, pab@gao.gov until further notice.
